Default Military onbase housing - pet policy question?

I'm new to the military lifestyle (just married) and I'm wondering if anyone knows anything about this pet policy. We're moving onto Fort Bragg soon, and I was looking at the pet policy, and it states that all cats and dogs must be microchipped. Is that under the skin or a tag on a collar? I figured under the skin but I want to make sure.

We have two housecats and we feel it's a litle ridiculous to get them microchipped under the skin. But we also would love to have a dog so we might live off base (because only two pets are allowed on base), but we'll see. How about other onbase housings? Do they have the same policies?

Thanks!

You are fool to live off base when you can live on base for nothing.

I would say do what they tell you to. 2 pets is enough and I am surprised they allow you to have them at all. I don't remember seeing any while I was stationed in Mayport Fla.
