There are ways to buy exotic pets, but polar bears are extremely dangerous so very few people are qualified enough to care for them and have the money and time to jump trhough all the hoops to get one and have the appropriate papers for it.
My dad is an MRI tech and did a scan on a kangaroo owned by a person as a pet in New England. Kangaroos are also pretty mean, but they still aren't as mean as polar bears. The owner was also a lawyer, so they had a better idea of laws dealing with this than the average person and I am assuming had a lot of money. ADDITION: The first post is correct, there are ways to adopt one at a zoo. All this really means is that you donate money to the zoo though, you may get a certificate or your name somewhere near the exhibit but no contact with the animal.
