Default Web Designers Help! Drupal? CMS? Any ideas?

I want to create a website that can do the following.

I create a user
That user then can log onto my website where
There they have 3 options
1.) Change contact information
2.) Request a job. Click an icon and the icon gives them options (service a,b,c,d) , they can give comments, upload files, and in some cases (depending what the service is) book a time and date, (which if client x has picked Saturday 1:30pm, client y will not be able to pick Saturday 1:30pm)
3.) Pay invoice through paypal and or other merchants

I have downloaded drupal but I am getting overwhelmed with it. Can drupal perform this? Is there a more simple CMS that can perform this?

Any help would be most appreciate!
I like the HTTrack software idea but I am on a mac and the only versions I have found were windows

A regular CMS would be seriously hard to implement such features into I would think, try something like this maybe?

p.s.-I totally agree, using a PHP/MySQL system IS best!
