hi all
atlast i going to design my first website but i'm confused where to start. can anybody share their ideas of designing new website. is some body wants to share useful resources please help

There are some great general tutorials on these sites (although may be advisable to read a book or two):

Personally I use Dreamweaver (mainly in 'code view') but there are many IDE's/editors you could use.
As we've discussed here before it's better to learn using DIVs and CSS style sheets rather than table based layouts, they generally work better and mean less code.
