Default HTML and CSS?

I have a couple questions here. . .

1. How can you use the positioning element to move where the background is (if you can)

2. How can I make a page a certain amount of pixels wide, and align it in the middle, and if anything goes outside that perimeter then it gets cut off like it would if I aligned something to far to the left.

3. How can I make an image, when right clicked be not appear as an image, but just as if you are clicking on white section

4. How can I make a link, when hovered over not say where it's going, and when right clicked appears as if you clicked on white section?

And I KNOW that 3 and 4 can be done because I've seen it.
