Default Hourly rate for a position (.PSD to CSS)?

So I've been contacted for this position entailing basically cutting up a .PSD and converting it to CSS, and was asked what my hourly rate is? What do you think is a fair rate? I have about 7 mos experience with CSS and am a fairly recent college grad.
