Why does my computer mouse do this?

I just got a new mouse (Genius Xscroll Optical Wheel Mouse) to replace my old one. It seemed fine when i plugged it in but whenever i turn off my computer and then go back to turn it on, the mouse doesnt work anymore. It works perfectly again when i unplug and plug again. I have to keep disconnecting and connecting the mouse everytime i turn on my computer, which will most likely break the port. There any suggestions on how to fix this?
