Can I ask for a lower APR?

I have a student credit card that started off at a limit of $250. My limit has been raised twice and now is over $2,000. I'm assuming it's because I always pay on time and usually pay the whole card off each time.
The terms are if I spend under $250, I have 0% APR. If I spend over that, it's around 19%. There is no sense in having a large credit limit if I am going to get slammed with interest, so can I call the credit card company and ask them to lower it? And how should I ask? Whoops! When I meant lower it, I mean should I call to lower the APR, so when I go over $250 (say for my text books) I don't get hit with interest. Sorry for the confusion!
