The economic expansion of the 90's began during the Bush administration. Clinton admitted it (for a while). How did the decline in the early 90's begin? When Bush reneged on "read my lips, no new taxes".
The new taxes sent the economy down, but the recovery began during Bush's term. Facts are facts. And don't forget, it was CLINTON who said when the economic expansion started. Rush just caught him on it and he then changed his tune.
