I recently bought a samsung u700 and it's really good
But whenever I try to send picture messages, it says: Fail. not provisioned yet.
Does anybody know what this means and how I can solve it?
Any help would be very grateful. Thanks!

You have to call your service provider and add a messaging plan as well as some form of a data plan. You can put on a pay per use plan, and as long as you don't access the internet you won't incur charges just for sending picture messages.
