Default Problems with Network Adapter/Diagnostic Policy Service?

Alright--recently, my laptop's internet connection stoppped working for some reason; I used a different computer to download a driver update, reinstalled it, reenabled--which PARTIALLY solved the problem. My wireless picked up my router, but only with "Limited Connectivity." Normally, when this message is given, the wirelss icon shows activity between the computer and the network--no activity, and a red X--signifying no connection at all. I tried to run the diagnostic, but received this: "Network Diagnostic cannot be run because Diagnostic Policy Service is not started." I opened the SCM, found the DPS, and tried to start it--Error 5, insufficient privelages. I go into the properties, give my account privelages, try to start--Error 1297. Says something about the privelages not existing at all. I searched online for a solution--only thing I came up with is a system restore/recovery. I dont have any restore points or a recovery disc. And no phone to order one. Solution?
