How do I lookup the header of the column based on the column my search term is in?

I have a list of companies and their address on one worksheet. On the other worksheet I have the list of counties at the top of each column and the cities for each county listed below them. I would like for excel to look up the county of the business that the city is in. This is the formula that I've tried =HLOOKUP("G3",'UTAH COUNTIES'!B12:BG97,1) G3 is the cell that the city is listed in, B12:BG97 is the selection of cells that the county headers and cities are listed in. Someone help this is killing me!
