The biggest difference is the fact that you have to pay for one and not the other, honestly. Unfortunately, at least when you're talking about low-cost paid directory submissions, there are a lot of junk paid directories out there -- not as many as junk 'free' directories, but there's enough to make it a real gamble. I used to run a directory submission service & submitted manually to directories -- so many directories that charged $2-$10 for expedited review times or priority placement were no better than the free directories in terms of what they could offer (at least based on the elements I could see -- page rank, internal linking structure / pagination, alexa ranking, inbound links, etc).

Most of the directories took a long time may be 2-3 months to approve your submission. There may be a few rare directories who doesn't give result. So you don't need any extra information, you cab proceed to your work.
