IIS is Internet Information Services - It is used for web server or FTP setup among other things. Not sure why movie maker is asking you to have this installed since it is not required for it to run. Make sure you are downloading the right software.
Just as an example, XP Home doesn't support IIS installation, but it does support movie maker.
