In Apache web server, how long does it take for an Internal Server Error to reset?

I have this simple piece of Perl code to send an e-mail from a form. It works fine, then I add more code in Notepad, upload, run and I get "Internal Server Error". I put the old code back and upload, and I still get the same error. Then eventually (after a long time) it goes to normal. It's been happening all day and driving me crazy with this erratic behavior. Is there some type of cache that the server has, that makes it think that the code is the old code, or freezes all possibility of interpreting? How can I tell the server to forget the error, or how can I see the error?
I am not admin. I log in through SSH to a dev box. Still don't know if I can see error logs from live box. Any ideas welcome...
