You need to install the 'Utilities and SDK for UNIX-based Applications' package that's available on Microsoft's website.
http://www.microsoft.com/windowsserver2003/R2/unixcomponents/webinstall.mspx I went through the same hunt trying to get it installed and turned out I missed it when I first installed that SDK. Make sure you do a custom install and get all of the packages!
