Default VOIP / caller ID issue...my caller ID only works while I am on the phone &

call waiting display is activated? Very annoying problem. The caller ID data is getting through to my phone (cordless Panasonic 5.8 GHz) but for some reason it only displays while I am on the other line and a different call is coming through. Caller ID used to work prior to using the VOIP service so I am pretty sure the phone is fine. I'm thinking it must be a VOIP setting (when logging in there are hundreds of things to mess with) but the "technicians" cannot seem to help me.
If you have any insight it will definitely be appreciated. Thanks in advance!
